well i have tried the tool that comes with NetBeans, but using that i am unable to draw sequence diagrams mentioned in uml distilled book.Then i tried AgroUML, same results. It seems either of notation is missing in the tool.
SO which is the top ranked tool free?

Which ArgoUML version did you use? Since 0.26, it's a new implementation, but it's still UML 1.4.
I don't know other tools, if you are looking for a free tool, you could try StarUML or BOUML, it depends on your platform.

which netbeans version do you use?
AFAIK Netbeans UML died long ago I think with NB 6.5
